The Industrial Policy of the Government of India and State aims at the Development of the Small Scale Industries to create large employments opportunities. A major structural change in the Industrial Policy of Government of India is the Creation of a Single agency to be known as District Industries Centres to deal with all the requirements of Small and Village Industries at the District level in order to achieve the objectives of effective promotion of cottage and small Industries widely dispersed in Rural areas and small Towns I. NEW ANNA MARUMALARCHI THITTAM INTRODUCTION :- The Government of Tamilnadu is keen on promoting Industrial Investment in Rural Areas under Small Scale Sector particularly on Agro based Industries in order to have employment generation in rural areas. Having understood the fact that the engine of Industrial growth lies in Agro-Business sector, the Government have announced a scheme called “New Anna Marumalarchi Thittam”. SCHEME : Under New Anna Marumalarchi Thittam Small Scale Industrial units not exceeding 3 agro – based economic activity with a minimum capital investment of 1 crore and more with the capacity to generate employment would be encouraged in each of the 385 blocks in the state under this scheme. ELIGIBLE ACTIVITIES : All agro – based industries including Horticulture produce flower based extracts, Coir and food processing economic activities. LOCATION
OF THE INDUSTRIES :
The Industries should be set-up in a
Village Panchayat (other than Town Panchayat, Township,
Municipalities and Corporation areas) THE COST OF THE PROJECT : The
cost of the project should not less than 35 lakhs per unit. SPECIAL PACKAGE OF INCENTIVIES : A
special capital incentive scheme which provides 15% subsidy on
investment I Plant and Machinery limited to Rs.15 lakhs per block in
all the 385 blocks for investments made by the entrepreneurs under
this scheme. The Tamilnadu Industrial Investment Corporation will be
Nodal agency for giving the subsidy The
units setup under this scheme will be entitled to low tension power
tariff subsidy of 30%, 20% and 10% of energy charges paid in the
First, Second and Third year respectively or date of power connection
whichever is latter. The
units setup under this scheme will be eligible for Generator Subsidy
of 15% on the cost of Generator with a maximum ceiling of Rs. 5 Lakhs. The
units employing more than 50% of their work force as women will be
eligible for additional 5% capital subsidy subject to a limit of Rs.5
lakhs. FINANCIAL INSTITUTIONS : The
Tamilnadu Industrial Investment Corporation will be the principle
financing agency Nationalised Banks and Co-operative Banks will also
take part in this scheme as feasible. SPECIAL PRIORITY :
II. EXPORT GUIDANCE CELL : During
the Budgets speech for the year 2002-03 it was announced that the
District Industries Centres will be suitably restructured
to enable them to function as Export Guidance Cell at the
District Level. Accordingly
Export Guidance Cell has been formed in the District Industries Centre,
salem-4 to perform the following functions
The
Industrialists, the Business men and
Traders are invited to utilise the services of the Export
Guidance Cell available in the District Industries Centre with free of
cost. The Exporters can
also visit the Export Guidance Cell and Browse the Export details at
free of cost available from 50 Websites which are all identified as
useful websites for Exporters and Small Scale Industries Units. III. REGISTRATION AND ISSUE OF SMALL SCALE INDUSTRIES CERTIFICATES:
IV. ISSUE OF PROVISIONAL SSI CERTIFICATE THROUGH ONLINE REGISTRATION:-The Hon'ble Chief Minister of Tamil Nadu has inaugurated the On – Line registration of provisional SSI Certificate on 12.09.2002. In Salem District, the scheme is successfully implemented and 7 browsing centres have been approved by the Directorate of Industries and Commerce for the issue of provisional SSI Registration Certificate through On – Line. iV

SINGLE WINDOW CLEARANCE
An
entrepreneur who wants to set up a Small Scale Industrial unit has to
obtain a number of licenses and clearances from various Government
Departments and Agencies like Local bodies, Inspector of Factories,
Town and Country Planning Department, Public Health Department, Fire,
Pollution Control Board, Electricity Board etc., Which are
pre-requisite for starting industrial units under various Acts and
Rules of the Government which are in force from time to time. In
order to assist to entrepreneur, the General Manager, District
Industries Centre will act as Nodal Officer for getting clearance from
various Government Departments under Single Window Clearance Committee
Meeting which is convened every
month under the Chairmanship of the District Collector, to speed up
the clearance of
Industrial Plans from various agencies like Health department,
Town and Country Planning, Fire Service, Inspector of Factories,
Pollution Control Board etc, and power supply for the newly started
units. VI. PRIME MINISTER’S ROZGAR YOJANA SCHELE: Acting
as Nodal Agency in the
District for implementing the Prime Minister’s Rozgar
yojana Scheme of Government of India for providing
self-employment to the educated unemployed Youth , selecting the
beneficiaries through the Task force committee headed by the General
Manager , District Industries Centre, Salem , recommending to the
banks for sanction of loan and providing training to the PMRY
beneficiaries before disbursement. VII.
WOMEN ENTREPRENEURSHIP DEVELOPMENT PROGRAMME
The
District Industries Centre in conducting women Entrepreneur’s
Development Programme every year from 1991-92
onwards which in a scheme, of Government of Tamilnadu under
this scheme selected
women entrepreneur’s are trained for a period of 3 months (i.e) one
month theoretical training and two months practical training, so as to
enable them to set-up new ventures on completion of training. During
the training , every entrepreneur is paid with a stipend of Rs 300/-
per month VIII.
INDUSTRIAL CO-OPERATIVE SOCITIES; Organisation
of Industrial Co-operative societies by enrolling a cluster of
skilled/semi skilled workers available
in an area as members so as to improve the economic conditions of the
workers. IX.
